Message	If that's a 4060 variant the pins are wired wrong. Pin 16 should goto VCC not pin 9, pin 8 should goto pin 12, not 13, pin 15 shouldn't go anywhere and pins 10 and 11 should goto the 10m ohm resisitor and then onto both pins of the crystal, Unless I am reading your layout wrong :-) Can't wait to see your software!
